Mosquitoes breed in standing (not running) water. Find the water, and eliminate it, and you will reduce the number of mosquitoes by quite a bit. Change water in birdbaths daily, check trays under outdoor flowerpots, check buckets, folds in plastic tarps, etc.

Another method is biocontrol, where natural enemies is introduced into the habitats of mosquitoes so as to control mosquito population. They can be pathogens, parasites or natural predators such as mosquitofish and killifish.

And of course, not to forget pesticide, such as the controversial DDT. Modern developed countries do not use DDT anymore, but most developing countries still do.
