Honey bees will not make a permanent nest in a bush. However, when they swarm they may congregate temporarily in a bush or tree or garden shed or fence, in fact just about anywhere. If undisturbed, they will usually leave again within 48 hours to take up permanent residence somewhere, usually in a chimney or the eaves of a house or in a hollow tree. If you find a swarm of bees, which will look like a football hanging on one of the above locations, contact a local beekeeper as soon as possible and he/she will remove it, usually free of charge but some do make a small charge for expenses. Please don't call a pest control operative as they will usually advise contact with a beekeeper anyway. You have probably heard of the shortage of bees at the present time so help to save them and contact a beekeeper!
