If your animal has a flea infestation and you don't treat it with any of the many available products for this, or don't take it to the vet for treatment, then yes, you can(and should) be charged with animal neglect. A severe flea infestation can cause serious, and even fatal, complications for animals, and therefore, needs to be treated immediately.
No more flea bites
If you have seen one flea, your house is likely already infested. You can contact a pest exterminator to help figure out how bad the infestation is and how it can be eliminated.
The appearance of black dots on a cat's fur is usually caused by flea infestation. These black dots are flea feces, also known as flea dirt. To treat or prevent this, regular flea prevention measures such as using flea medication, keeping the cat's environment clean, and regularly grooming the cat can help. If the infestation is severe, it is best to consult a veterinarian for proper treatment.

Kill the fleas! Hire an exterminator.
If you only treat the cat with flea shampoo, it may not completely rid you of the flea infestation. Flea shampoo will most likely kill any adult fleas on the cat, but you have to treat the house, too. Flea eggs and larvae can live for many months in carpet, cracks in the floor and soft fabrics such as bedding and sofas. Vaccuuming regularly (putting a flea collar in the vaccuum cleaner bag, or replacing the bag after each use stops any fleas from hatching), and using special sprays all help in getting rid of fleas.
To get rid of flea infestations in your house, vacuum as much as you can. Several times a day would be good. It would also be a good idea to treat your animals.
Obviously the fleas are affecting him. He scratches because they bite. He could also be allergic to them. He needs to be treated for his flea infestation with a flea shampoo or some type of flea killer. It's best to get the flea treatments that kill the flea eggs too so that they don't hatch. You also need to treat the area that he lives in whether it be your home, his dog house, etc. You need to do this as soon as possible because the dog is suffering from the fleas. He can also become ill if not cared for.
yes, but why would you want to, frountline is a flea controle and what you need to do is treat your house and all the places your dog sleeps to kill the newley emerging fleas. i use a spot on flea treatment on all my animals and treat the house every year, ive not had a flea problem in over 20 years
FLEAS DO BITE!!! They hurt, I am sensitive to flea bites and have over 14 bites on one leg ONE LEG over 2 days!!!! The infestation gets passed all over the house especially if the house has carpets, pets that roam all over it and lots of soft things! Treat fleas as soon as possible using either ( these are some good recommendations, not compulsory) BAYER 'spot on' flea that you can get from the vets, flea powder or a flea collar. Antisan is very good for treating the bites, or Calamine lotion, which is also good for chicken pocks!!! Cats and dogs pass on fleas quickly!!! Treat before a big problem occurs !!!
