What is difference in appearance between bed bugs and stink bugs?

You can take a chance and not treat for them, but usually when a person in apartment or townhouse gets bed bugs, there is a chance that you could end up with those little fellows too. If your neighbor comes to your townhouse, they can have bed bugs on their clothes and leave them behind for you to enjoy. Call a professional to come over to see if you might have them and usually they will treat your townhouse to be cautious, but you will have to pay for this treatment unless you can prove that you don't have them already. Check to see the laws in your area to see who has to pay, some states are different then others.
