i don't know about off! but i know that if you go to like an equestrian or horse store they'll usually have marigold spray which usually works pretty well (and smells nice!) as far as repelling bugs goes...i would guess off! is safe to use (as long asa it is not on mucus membranes!!!), but will not garantee it, never tried with my dog.....
