Soil itself is not a living organism, though there are many things in soil that are alive. In a sense, you could say that soil is prey, since it is 'consumed' by creatures such as earthworms.

However, this is akin to asking whether a fire is predator or prey. Fire in an of itself simply is. Certainly it takes life, but it also creates the opportunity for new life.
