Theoretically yes, though maybe not from birth. Octopi possess cells known as chromatophores, which allow the octopus to change color and blend in with its environment to hide from predators. There are thousands upon thousands of color combinations available to octopi, so I imagine they can turn purple. However, I'm not quite sure if an octopus can be purple from birth.
