What type of bug is this?

This is the insect - http://img44.imageshack.us/img44/3159/0928090809.jpg

It moves like a clam does (as in it sticks its "tongue" out and moves the body with it). It seems like a worm inside of some sort of shell. This is the second one I've found so far.
