Spiders are active in the early evening building their webs. The reason is because most of their prey are not active at night. They don't want their webs destroyed while building. The web is strongest when completed. They can also build at any other time of the day, depending on how hungry they are.
Spiders are also active in the early morning to migrate and look for new homes. They do so because they are either not catching anything, or their home has become damage, or they feel a predator is near by.
