If you want to finish in 4 years, your minor would be a subject that complements your major. For instance, Art and English Lit might share the fine arts electives. If your major is in art and your minor is in biology, the electives that would contribute to the minor would be completely different, so you would be adding courses to your degree.
The difference between major arts and minor arts is the degree you will get for completing them. A major art is one that will be the primary focus of your studies. A minor art is a secondary area that is less useful.
