At minimum, secure code is code that has no buffer overruns, memory leaks, or bugs/exploits (which will be specific to the code used). The fewer (and less critical) bugs in your code, the more secure your code is. As an example, a web browser that has "chrome javascript" is considered less secure if a public website is allowed to access, invoke, or modify the chrome javascript (which is normally on the "outside" of a "sandbox", which is designed to limit access to the client system). A website would be less secure if it has a SQL injection vulnerability. Ultimately, "secure" is a matter of analyzing your code for possible attacks and mitigating or eliminating those attack vectors.
