Start early if you want to get a letter from your congressman for anything. Know this, they can do it. Someone I know, an attorney, worked for awhile as a intern in a senator's office. The letters were part of the daily mail requests. When they did do a letter, it was from someone who had a good story or it was a favor from another official or by way of introduction from on: "dear XXXX, allow me to introduce so-and-so, they are strong contributors, their son Reginald would benefit greatly with a letter of recommendation from you, please..." They had, at that time, a signature machine and everything looked very personal.

Some people that you may ask for a LoR will take the high road and give encouragement; but tell you to go it alone as a character builder, seeing as they don't really know you, how could they recommend you; yet they turn around and recommend connected kids to Westpoint each year- never having met them!?!

So, if you expect that you'll need one in the future, start volunteering at events that will get you some face time with the congressman or at least with someone in the campaign office that has enough pull to get you a letter. Some letters from others that introduce you to the congressman handed to him or her may get them to come across.
