You get elected to Congress, you get nominated by your Party's affiliation (i.e. Republican, Democrat, Libertrian...etc). Unless, you're an independent candiate then you just run in the General Election (very expensive and time consuming). For the US House of Rep, the term is every two years, much easier to get in then the US Senate which is every six years.
