resistor grids were used in DC MOTORS during dynamic braking. in this method of braking a resistance ( variable) is connected across armature winding so as to dissipiate the energy. the energy thus dissipiated is used for braking of motors.
The system will lose it's regenerative braking function, if there is no other means to stop the motor it will coast to a stop.
There is really no method to "check" the resistor, text by substitution.

A braking resistor is used in motion systems where a motor in controlled by a drive. Typically, these are high-speed servomotors controlled by a servodrive. When accelerating, electrical energy is converted to a mechanical force to move a mass. When decelerating, that kinetic energy is converted (via the motor) back into electrical energy, and must go somewhere. Since you're checking the resistor, I would assume you checked the fuse/relay for the blower motor. If not check that. If you have then there would be an open wire between the relay and the resistor.

If it's a fan speed issue check the blower motor resistor & the blower motor. Check the plugs at the resistor and blower motor for burn marks also.
