If you are a person responsible for organising/creating and delivering training then first role is toascertain the training programme requirements
Are there courses that are standalone that must be undertaken in sequence?
If yes what is the sequence
What timeframe does each section require take to deliver - will there be a requirement for workshops (classroom) and on the job situations
how many will each training subject require to take and what is the maximum and minimum require to attend
WHO will deliver the training /are they available for the duration of the courses
once you have the base information you can plan using a good calender when the course can be logically delivered. Also consider a "mop up" period during and at the end of the programmes for those who may unexpectedly fail to attend.
Keep in mind the time of year the training will be required - IE. In retail running training programmes for staff in December will get you some aggravation from people as its peak trading time - all hands on deck
Is there a specific holiday period involved - High season points are difficult to staff without taking more staff away when holidays are at a peak.
You can use a large A1 size planner and temporary stickers to block off training days/weeks - finally communicate - speak to those in authority and get feedback on the potential plan, once on board you have their support in getting people to attend
