49 cc engine and MPH is like comparing apples and oranges. They don'y relate. What size engine can go 5MPH, all engines on bikes and scooters can do that. I have a 49cc scooter that could only do 33 MPH maximum, but my state MVB says that the most I'm allowed to go is 30 MPH. This is because the manufacturer does things to the engine to restrict its output. I changed one item and removed a washer and found that I could hit 47 MPH now. 49cc is the engine size and does not relate to speed almost all are 1 cylinder and may be 2 or 4 stroke types which also has many varibles. Do a search of engine types to gain a better knowledge for yourself.
