It's not hard to join a union.

For most jobs you contact a union organizer to talk about your workplace. If there is interest in joining a union, you get your co-workers to sign membership cards and there will be a vote on joining the union. If a majority of people vote for a union, you are in.

In the building trades:

You have to be chosen for the apprenticeship school of the labor union of your choice, which, is easier for the Laborers International, a general labor union.

It is harder for the Iron workers and the operating engineers. you wont get in unless you know somebody, or you are some sore of minority and they have to fill their quota.

All that aside, your first step is to get into an apprenticeship program, which can be found on your state labor website.
