In this case you can do either one of the following:-

*Boot into the Safe Mode : - You can boot in to the safe mode if you can by pressing the f8 button on startup and choosing boot in safe mode from the options menu, Login with the local admin and try itReboot into the safe mode and try start the service.

* System Restore :You can boot in to the safe mode if you can, by pressing the f8 button on startup and choosing boot in safe mode from the options menu, Login with the local admin and try it. It restores the system to previously good working stage, So chances are you might able to login in to the system.

* Through Recovery Console : Insert the windows xp CD in to the CD-ROM and start the system. Login into the recovery console. To login in to the recovery console Press R when welcome to the Windows xp professional screen appears. Select the partition number normally in most of the cases its 1, provide the administrator id and password, Type net start netlogon at the prompt, exit and reboot the system.
