If you had your hazmat endorsement prior to 2005, in order to renew it, you had to pay something like $96 for a TSA background check. All new drivers who applied for a hazmat endorsement after the background checks were implemented had to do the same. A lot of drivers who had the hazmat endorsement prior to 2005, but were not actively using it, typically dropped the endorsement from their CDL - myself included.
You have to attend the hazmat handlers course. Military drivers licences are a bit different from regular licences, but when you've completed the hazmat handlers course, a notation of it will be made on your military drivers licence, along with any other relevant courses you've completed (such as USAREUR, etc.).
