Lot's of things come to mind:
Set a very stiff fee to immigrate. Like a million bucks.
For illegal immigrants, when caught, sell them as "indentured servants" until they pay the fee.
Fine employers for hiring illegal immigrants. For repeat offenders the company is put into a state equivalent to bankruptcy. The court decides if the companies assets must be seized.
... and of course the simplest: Nuke every other country until there is no one left to immigrate.
Some things that the government can do to prevent food shortage is to:To tell to people to stop wasting foodDonate cans or boxes of food for homeless who aren't as fortunate.
Health care, education, security, immigration. Things like that.
It is safe to prevent some things, but, others you must not prevent.
Like many things in life, immigration can be either right or wrong depending upon who is doing it and for what purposes. Some people have legitimate reasons to immigrate and some don't.
