Certain activities require a lot of detailed knowledge of how those activities are done. Writing a novel requires a lot of knowledge of the language in which you are writing, in addition to having ideas to write about. This includes the extent of your vocabulary, your knowledge of grammar, your familiarity with idiom, your understanding of the use of metaphor, etc. So, linguistic knowledge would be part of your technical proficiency as a writer, while your ideas are not, they are part of your creativity. If you play the violin, again, there is a lot to know about how a violin is played, where to place your fingers to get the note that you want, etc., which is part of your technical proficiency as a violin player; your inner feeling for music is a separate matter.
