Of course this is one of those questions that no matter where you look, no one can give you a straight answer. I too have asked this question and searched for answers. Since I cannot find anything, I plan on trying the 'work your way up from the bottom' approach. It would be wise to go to a college that has computer animation classes. Even if you don't actually want to do the drawing, it's as good as start as any. If that doesn't interest you, try screenplay writing, or other writing classes. This may be an avenue into the anime creating or directing business. Finally, you could go to film school. I'm sure there are some drastic differences between the creating and directing of animated films and live action ones, but at least you'll be familiar with the process and with film school in your background, you'll have a better chance of getting hired. Hoped those suggestions helped, but I'm sure it's just more of the same, coming from someone who's asked the same questions.
Good luck.
