Device Management is a value chain for Utility industries, basically from installation to retirement.

This means that DM manages whole life history of devices from beginning to end like from Procurement of devices ie. Meters, Goods receipt , Inventory , Inspection, Installations, Meter reading, Disconnection/Reconnection/Replacement and Retirement.

Device Management manages the technical data, installations, meter reading, and the testing (inspection) of all devices for a utility company.
