My take on this is "a position having many roles or responsibilities" which may be a way of saying the position is a result of "downsizing" and merging many jobs into one i.e. how a company can get more from less people for less overhead. I believe the above to be incorrect. I think multi-incumbent means that there are multiple positions available with the same role/description...
