It really depends what you're talking about when you talk herbal incense. Often times they are herbs such as dagga, damiana, lotus, wormwood etc, pretty much everything "witchy" you can think of. Usually they are sold to try and entice somebody to buy them for a "buzz", but usually they are only mildly relaxing. There are however cannabis alternative blends that are illegal in a lot of places now because they contain synthetic chemical cannabinoids (similar in structure to those in marijuana) with unkown side effects.
