A small anvil is commonly referred to as a jeweler's anvil or a mini anvil.
Anvils are used by blacksmiths. They are basically small tables/stands for smashing a hammer on, while working with the metal. Without anvils, you would need to use a table made of iron.

I used to work in a Blacksmit's shop. We never discussed why he did this, but if I was hitting with the big hammer and he was hitting with the smaller hammer he would hit the anvil with the small hammer when he wanted me to stop hitting. I think it's just to keep pace. You can turn the metal, but I think it's just to keep pace.

You can post message on my message board.An anvil type bullet may be referring to the type of "primer" used. A small component of the "center fire'primer is an anvil. I don't know why I did not think of that when I posted the question...
