The sentence is stated in the present tense. The verb "to be" is conjugated in the present tense as: I am, you (sing.) are, he/she/it is, you (pl.) are, we are, they are. Don't be confused by the fact that the word "employed" is a verb form and happens to be a past form of the verb (known as the past participle). In this use it is an adjective. If you used the same verb all by itself in a sentence, it would be past tense (for example, "My father employed three people in his shop.").
