It can be anywhere from a Manager of a facility to the VP of HR. Often times you'll find that it's either the HR Recruiter or HR Generalist in larger corporations, however even in many large corporations, i.e. Best Buy, Toys R Us, restaurant chains, it's a member of the management team, either the Manager or General Manager, who read the applications. It also depends on what position they are trying to fill. The higher up the vacant position in the organization, the more likely it is that someone in the HR department will be reviewing the application.
