Yes, the reputation and ranking of the institution where you obtain your PhD can impact your career opportunities and advancement. Higher-ranked universities may provide better networking opportunities, resources, and prestige that can benefit your career.
A better match - in my opinion - would be a degree in psychology rather than sociology. However, if your career goal is human resources management, and there is a college or university that offers that program of study, you would be better off pursuing that degree. Individuals within this field come from a variety of backgrounds however, it would only back sense to take a program of study that is particular to your chosen field.
It is a bit unclear as to whether you are supposed to draw a self-portrait, or prepare a brief autobiographical piece. If the latter, you will want to focus on your career achievements and accomplishments.
