Yes, the president is required to make a report to Congress, "from time to time". It has become customary for the president to do so in a speech once a year.

In some years it is- he gives one at the beginning of every year. In some years some crisis arises that prompts a speech and that speech may be the most important one he gives. Presidents also make a speech at their inauguration and some of these inaugural addresses are the highlight of a president's speech-making.
The President makes three very important speeches. The most notable is the State of the Union speech which the President is required to give. According to The Constitution (Article 2, Section 3), it requires him to "from time to time give to the Congress information on the state of the Union". Through tradition, it has been given once a year. The other two speeches a President must give is his/her Annual Budget and one more, but the name escapes me. I think it has to do with the status of the country and plans for moving forward.

The president, who heads the executive branch of government, makes a state of the union address to Congress every year.
That is when the president chooses to give it but I think he wants to welcome the new Congress and hopefully get them on his side. The speech used to be given in December to sum up the year and look toward next year.
Every year in the month of January. Also, the president gives a speech to the congress in his first year in office which isn't usually called The State Of The Union.
