Hazardous materials shipping papers are signed by the shipper to certify that the shipment has been packaged, marked, labeled and documented in compliance with the relevant transportation regulations.
They may also be signed by a number of people along the way. Including the driver of the first mode of transport (tanker, container truck etc) - to signify the load is secure and not leaking. Every time the load is passed onto another mode of transport, someone will sign the paperwork accepting the condition. The final signature will be by the recipient of the load at its destination.
