Well basically anyone who works for a large enough corperation that also deals with hazardous materials. The term "hazardous materials" is also very broad, so as i said, depending on what company you work for, and what kind of materials they handle, you would be required to do this training. i would say, for a very rough number, at least 1/4th of the worlds population is required to do some sort of hazmat training.
