In general, yes. The term concealed weapon simply means any weapon that is (or can be) concealed. That said however, the specific definition of the term can vary from state to state, and laws regarding the requirements to carry a baton vary from state to state. Here in Tennessee, you can carry a baton if you take a training class and receive a certification card. It isn't actually a permit, just a certification that you have been trained to use it.

If you are a police officer or security guard. if you carry a baton out in the open most people won't care. if you carry a baton in your pocket you will then have a concealed weapon.

By using the phrase "concealed about his or her person," this law makes it illegal to have a weapon concealed not only on a person, but also within a person's convenient control and easy reach.My instinct tells me that although ASP's (actually known as expandable batons) are not specifically named, they WOULD fall under the classification of a concealed weapon.

The law in mainly the west coast states is that in order to carry a ASP you need to obtain a concealed weapons license. If you were to have one on you and fully extend it, it's a felony. If you have it but don't extend it they will arrest you or give you a fine of a minimum of 500$. If you are wanting to carry one I recommend you get you concealed weapons license.
