Yes. Blue lights are only legal for law enforcement personel. In Pensylyania volunteer firemen are allowed to have them. But NOT in West Virginia. Ther are even laws regarding signage and store fronts with blue lights and have to be so many feet back from the road.
No only law enforcement, fire brigade or ambulances are allowed blue lights on a vehicle. The road traffic law says tail lights must be red and orange in colour, if the lenses are white for the indicater then they must have orange bulbs
