Go Carts are motorized vehicles which lack the proper safety equipment (ie Seatbealt, bumpers, Ect) or a Vehicle Identification Number (VIN), therefore they are not legal to operate on any public street or location open to the public (parking lots) in any City in the State of California. This is also true for pocket bikes (mini motorcycles). THey can only be operated on private property.
