Not by definition. Any person or group of persons can decide to honor something or someone with a monument and pay for that monument and its upkeep. That certainly goes if a monument is placed on privately-owned land. But a municipal council may also agree for that monument to be placed in a public area. Even then it could in proinciple be privately owned.
In practice however, most decisions to have a monument somewhere are taken by some local authority that then also becomes the owner of it.
The possessive form for the 'monuments of the cities' is the cities' monuments.Example: The government funds have been approved to refurbish several cities' monuments.

The national monuments are under the Park service and are protected by rangers at each site.
The role of government in preserving monuments is that they should help us reduce pollution so that like TAJ MAHAL the monuments stop loosing their beauty. The pollution is so harmfull that sometimes even the fountains near TAJ MAHAL are not able to work properly and that is because of water pollution. Government should make people aware they should not build factories,etc near monuments.
The national parks and the national monuments are administered and controlled by the Department of the Interior, U.S. government.

Section 45.101, Definitions, states in part: "Government property" means all property owned or leased by the Government. Government property includes both Government-furnished property and contractor-acquired property. Government property includes material, equipment, special tooling, special test equipment, and real property. Government property does not include intellectual property and software. In the United States, the US federal government owns national monuments and operated by National Park Service, a division of the US Dept. of the Interior.
The Historical Monuments in India are under the Archeological Department of India, a Government Body, they look after all monuments under them. Taj Mahal is also one of them.

If the government needs private property for its own use, they should give fair market value to the owner of the property. The property owner can also give the government an easement agreement to the property and still retain ownership.
