Possibly, in the average sense no not really there are extreme dangers when it comes to being in a gang (gang violence, crime, etc.) but some communities do actually benefit from some gang activity. For some gangs its not just about stealing, selling drugs even though that is a primary source of income for these groups. Also the sales of protection is profitable which can be argued results in a safer neighborhood for some people in places where there is a low police presence. (This is not an endorsement to run off and join your local gang try the YMCA first)

It all depends on what you define or consider as "good".

Gangs and gang warfare has been popularized and glorified by Hollywood to be a brotherhood of love, acceptance, meritocracy (go up in rank by performance), and lucrative business (it's easy to make money), but in reality, it's a destructive environment in which you can easily get severely hurt, as in getting your skull caved in with a Baseball bat, gunned down, or worse, get infected with disease from a dirty needle when handling drugs. And the danger isn't limited to gangs and their rivals, but there's always the risk of collateral damage, someone getting hurt and dying in a ultraviolent frenzy over turf, drugs, or what have you.

P.S. Why would you want to make it harder for the police? Without police, there'd be anarchy and chaos. Children shooting other children, death and destruction everywhere. There'd be no safe havens for those who want nothing to do with others' petty disputes.
