The US Senate has the power to approve treaties and the power to declare war. This Constitutional duty has been blurred by political acts by the executive branch. The US president has usurped the Senate's role in foreign affairs by either using the United Nations or a executive prerogative of some sort depending on the issue at hand.

The Senate also approves some appointments by the President, like federal judges, members of the Supreme Court, and ambassadors to other nation s. The Senate also acts as the "jury" during impeachment of a president. It checks the President by requesting monthly reports from the White House about the President's actions.
The House does have more power over the Senate when it comes to the nation's money.

Congress must approve of treaties and pacts as well as U.N. United Nations related agreements between nations. Then the President must sign the document to approve into law. If a voluntary agreement is made, then congress is not needed unless conflict arises, otherwise 2 nations can arbitrarily agree and work together and or end agreements as predetermined.
The nation loses money because it is giving it to another nation.
The US Congress needs to approve treaties the US becomes parties or signatories of. I'm not sure what you mean by UN treaties, however.
2/3 vote of the Senate is required to ratify a treaty.
