Yes...anyone can act if they are being assaulted, its called self defence if someone assaults you then runs away there is no need to defend yourself because the threat is now gone, the question is can off duty officers chase the fleeing suspect absolutly you can chase the suspect, its up to you weather you feel safe or not or if you have something to defend youself with...any citizen can do that...should they is a different question
