By State law, Wisconsin public employees, including teachers, are prohibited from going on strike. In the case of teachers, if a local agreement cannot be reached, the law requires the contract to be resolved via binding arbitration. For State workers, if an agreement cannot be reached, the current agreement remains in place until a new contract is signed. I have seen some contracts finally take effect after they have already expired. Hence the unions were actually quite limited in their power to control the state budget. (Note: In the interest of full disclosure, I am part of management in a Wisconsin department)
