It's not illegal to date but when it comes to sex you will have to have reached the age of consent or the 24yo will got to prison for statutory rape. And parents can not give a minor consent to have sex. no one can. If the parents know they have sex the parents can be charged for helping him committing statutory rape.

I am writing a book and the characters I want together are nine years apart and I can't see the girl as anything over 20. So what do you think. In my opinion this is a bad idea on many levels. A fifteen year old girl is still a child. She only has the judgment and experience of a child and she is not likely to recognize when she is being taken advantage of or treated in an unhealthy manner by an adult male. The problems are compounded when she thinks she is in love and that he loves her. She is too young to have a serious relationship with a man and cope with all the difficulties that may come along with it.

Nine years is too great an age difference at that time in her life. One might question why a twenty four year old man would be interested in a girl that young. She is too young for many of the activities a man of that age would be interested in such as going to clubs, out for drinks, travel or socializing with others in his age group. She is too young for to have an intimate relationship with. Those complications may lead to her having to lie to her parents and continue the relationship in secret. That will lead to more complications. In the best case scenario her parents will gently explain this all to her and they will not allow the relationship to progress any further at this point.

If he is really interested in her and really cares about her then he should wait a few years until she has time to mature.
