Absolutely not, cops can't stop you unless they have a legitimate reason to do so, they can't stop you just because you look young. They may have their suspicions but they still can't stop you. They may follow you for a little bit to make sure that you're safe and you're not putting anyone in danger with your driving (that's part of their job). A cop can stop you for instance if you don't come to a complete stop at a stop sign, run a red light, fail to yield to a emergency vehicle, speeding, etc.

As far as age goes for being to young to drive Iowa and Kansas allow kids to get their Learners Permit at age 14. This age of course varies from state to state. In Indiana the age is 15 for Learners Permit if you're currently attending Driver's Ed, and 16 if you're not.
