A mother of a 14 year old can give permission but she is like mentally retarted or something, because that's wrong like super wrong you're like dating an adult!

<><><>

A 19 yr old IS an adult- legally and practically. Depending on his actions, he can be criminally charged with contributing to the delinquency of a minor, or statutory rape- and permission of mother does NOT change that.
