A driver that's on a learner's permit (In the state of Indiana) cannot have other passengers in the car other than a licensed driver (any state) that is at least 25 years of age or a parent/guardian at least 21 years of age. No other passengers are allowed in the vehicle.
So for instance if I was on a learners permit the only other person I could have in the car would be my Mom/Dad, my brother wouldn't be allowed in the car with me.
No they need to be an 18yr licensed driver. Be sure you are on the vehicles insurance policy.too

You must have a fully licenced driver supervising you.

A learner's permit is a driver's license with significant restrictions. A person driving with a learner's permit typically must have a licensed adult driver in the front passenger seat.
In the front passenger seat.
You should consult your region's laws. Typically a driver with a learners permit requires a passenger in the front seat whom is capable of driving if the need arises.
A permit driver can legally operate a vehicle when accompanied by a licensed adult over the age of 21 in the passenger seat.
In New Jersey, if you hold a learner's permit, you may drive with a licensed adult who is at least 21 years old and has at least three years of driving experience. You are allowed to have one additional passenger in the vehicle, but they must be a family member or a friend. Non-family members can only ride with you if they are seated in the front passenger seat, making it a total of two passengers allowed. However, if you have a probationary license, you can have one additional passenger who is not a family member.
In Ohio, it's against the law to ride a passenger on a motorcycle if the driver only has a temporary permit. Punishment could remove the license from the offender.
If the person you have in the vehicle is 18 years of age and older, has a valid driver's license, it probably is ok.
21, its always 21.
