If what you mean by a federal system you mean a supreme court, then NO. The only person who can bring a case to the supreme court is a lower court. Typically a case will get heard in a circuit court, then if contested, the findings will be reviewed by an appeals court and if it gets farther than that it will be reviewed by a state supreme court and eventually (only if it is a federal issue) it will be heard by the US Supreme Court. So technically a police officer can't bring it there, but he/she can be the initiator of the case on the lower level.
Cheers!
The state police system was developed in the U.S. just after 1900. In 1908, the Federal Bureau of Investigation was organized.

what department was created to police U.S income tax system?
The word that goes with a public officer of a town or township responsible for keeping the peace is the Chief of Police. The Chief of Police is in charge of the police department and is responsible for the safety of the town or township. They are responsible for setting police policies and procedures hiring and training police personnel and managing the department budget. They also work with the community to develop relationships and ensure public safety. The Chief of Police is typically appointed by the town or township government and must be a certified police officer.
Anytime you interact with the court system or adversely with a police officer it is good to have a lawyer present.
In the UK, if an officer swears at you or makes obscene comments, you have the right to ask his name and number, and then report the event to his employing police constabulary, or contact the Independent Police Complaints Commission, who will put the officer to a disciplinary panel. The system in the US and abroad may vary, though. Although if you are swearing or not doing as the officer says even in the UK the officer can swear at you the same way you are swearing at him i know from experience :) By the way I'm from the UK.
The states are given plenary or police power in the federal system. This means that all powers not granted to other branches of government are reserved for the states.
