Anyone can petition the court for a restraining order but it makes no sense to ask for one against an employee who works for you. How could business possibly be conducted if the boss and the employee were prohibited by the court from communicating with one another?

The question would make more sense if it were worded, "...against an EX-employee."

No. However, if there is some allegation of abuse or harassment, the other employee can seek a restraining order against you.
