There's no law against the USPS holding mail if specifically requested to. and carriers are not required to deliver mail if they believe that doing so would put them at significant risk (if you've got a dog loose in your yard, the carrier doesn't have to risk getting bitten; this has nothing to do with whether you're "disabled" or not and is purely a matter of the dog being an apparent danger).
