A computer by itself has nothing in it to pick up police bands as a scanner. It would be feasible to have an interface that would do this, but no one makes one at this time to my knowledge. There is a company that makes software to use with some trunk type scanners that will connect to a computer and log the frequencies and audio traffic to your hard drive. It is www.scancat.com .
You can also pick up live streaming audio from some areas online. A link for that is http://www.police-scanner.info/live-police-scanners.htm .
I hope that is helpful.
