You must have the passenger endorsement in order to drive the bus, and you don't get that endorsement until you take the road test in the appropriate class of passenger vehicle - hence, by the time you get the endorsement, you actually have a CDL.
In Victoria a driver with a learners permit can carry only one passenger between the ages of 17 to 21. You can carry more passengers outside of these ages.

If you mean a permit to carry a gun, you apply for it through the DMV. Depending on where you are, you may have to go to another location. For instance, if you live in north MS (Southaven, Olive Branch, etc) you have to go to Batesville, and IIRC, they only take applications on Monday. Mississippi does not require a training class to get a permit, however, if you take a training class from an approved instructor, you qualify for an enhanced or endorsed permit, which entitles you to carry your gun legally in more places.
