A state's recognition of a Class A or B learner's permit is going to follow their policy of recognition of regular learner's permits - if the state accepts out of state learner's permits, then they'll accept an out of state CDL learner's permit. If they do not accept learner's permits, then the CDL learner's permit would be invalid, as well.
